Программа предусматривает кредитование участников СЭЗ на сумму от 1 млн до 5 млрд рублей по льготной ставке на 10% ниже рыночной в текущих условиях. Разница между ставками будет компенсироваться банкам за счёт субсидий из федерального бюджета.
