10 февраля 1992 года началась операция Вооруженных сил США Provide Hope ("Подай надежду") по доставке гуманитарной помощи в Россию.
В этот день 12 военно-транспортных самолётов ВВС США Lockheed C-5 Galaxy и Lockheed C-141 Starlifter, базировавшихся в Германии и Турции, доставили 500 тонн продовольствия и медикаментов. В ходе первой фазы операции, продлившейся до конца февраля, ВВС США совершили 65 вылетов и доставили 2274 тонны гуманитарных грузов. К операции привлекались как самолёты Военно-воздушных сил США, так и гражданские авиалайнеры, зафрахтованные Министерством обороны США.
К августу 1993 года объем привезенных товаров из США превысил 7 тыс. тонн. К американской операции присоединились Германия, Норвегия, Великобритания и Япония.

Но самая ненавистная страна все равно США.

On Feb. 27, however, he admitted from his Russian-language account that "Telegram channels are increasingly becoming a source of unverified information related to Ukrainian events."
