This ability to mix the public and the private, as well as the ability to use bots to engage with users has proved to be problematic. Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. Unlike Silicon Valley giants such as Facebook and Twitter, which run very public anti-disinformation programs, Brooking said: "Telegram is famously lax or absent in its content moderation policy." After fleeing Russia, the brothers founded Telegram as a way to communicate outside the Kremlin's orbit. They now run it from Dubai, and Pavel Durov says it has more than 500 million monthly active users. Despite Telegram's origins, its approach to users' security has privacy advocates worried.
