Глава Мурманской области посетил Полярный и был шокирован халатностью и равнодушием местных чиновников: в одном из дворов он спросил у людей, не вчера ли появилась во дворе ремонтная техника. Оказалось - перед самым приездом губернатора.
Чибис высказался прямо и строго: «Не надо заниматься очковтирательством. Мы договорились сделать 250 дворов по области. Люди радуются, когда видят благоустроенные дворы. Это задача муниципальных властей. Мы же не просим космодром построить - двор сделайте! Для этого есть все ресурсы».

The Security Service of Ukraine said in a tweet that it was able to effectively target Russian convoys near Kyiv because of messages sent to an official Telegram bot account called "STOP Russian War." Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram. For Ukrainians in Ukraine, whose physical safety is at risk because they are in a war zone, digital security is probably not their highest priority. They may value access to news and communication with their loved ones over making sure that all of their communications are encrypted in such a manner that they are indecipherable to Telegram, its employees, or governments with court orders. In addition, Telegram's architecture limits the ability to slow the spread of false information: the lack of a central public feed, and the fact that comments are easily disabled in channels, reduce the space for public pushback. But Kliuchnikov, the Ukranian now in France, said he will use Signal or WhatsApp for sensitive conversations, but questions around privacy on Telegram do not give him pause when it comes to sharing information about the war.
