Ещё в 2014 году принимал участие в разработке межфракционного законопроекта в поддержку военных корреспондентов, который предусматривал для них уточнение дополнительных прав и гарантий, включая страховку жизни и здоровья за выполнение редакционного задания в особых условиях.

Наша инициатива послужила тогда импульсом законодательного процесса, результатом которого стало принятие в 2018 году соответствующих поправок к закону «О средствах массовой информации»: выплаты единовременных компенсаций были закреплены. Однако с тех пор суммы таких выплат не менялись, хотя тот же МРОТ к 2025 году вырос в 2,5 раза.

Вопрос повышения финансовых гарантий журналистам за особые условия работы назрел: разработали и сегодня внесли в Госдуму соответствующий законопроект.

TechCrunch implies that it was a matter of principle, but it’s hard to be clear on the wheres, whos and whys. Similarly, on April 17th, the Moscow Times quoted Durov as saying that he quit the company after being pressured to reveal account details about Ukrainians protesting the then-president Viktor Yanukovych. "There are several million Russians who can lift their head up from propaganda and try to look for other sources, and I'd say that most look for it on Telegram," he said.
