When not turned on, though, chats are stored on Telegram's services, which are scattered throughout the world. But it has "disclosed 0 bytes of user data to third parties, including governments," Telegram states on its website. Perpetrators of such fraud use various marketing techniques to attract subscribers on their social media channels. "Your messages about the movement of the enemy through the official chatbot β¦ bring new trophies every day," the government agency tweeted.
