Фонд поддержки культурных инициатив «Газпрома» предложил проект и оплатил все работы. Архитектор Михаил Мамошин и скульптор Степан Мокроусов-Гульельми разработали проект.
Бронзовая колонна высотой почти 42 метра будет установлена на гранитном постаменте высотой 24,3 метра, что сделает её самым высоким монументом в мире, surpassing аналогичные конструкции, включая монумент Независимости Украины.
