Законопроект подготовили депутаты Джордже Комленски и Боян Торбица из Движения социалистов, лидером которого является вице-премьер Александр Вулин, известный своими пророссийскими взглядами. Он курирует взаимодействие со странами БРИКС и находится под санкциями США за «содействие деятельности Москвы на Балканах»
