Вроде бы прописная истина, а на тебе, русским обещают на этот счёт что-то «доходчиво объяснить». Почему? Думаю, отчасти и потому, что в своё время властям Чечни доходчиво не объяснили, что публично унижать и избивать граждан России никому не позволено законом, тем более если речь идёт о действиях, совершённых в помещении правоохранительного органа в отношении лица, находящегося под стражей.
