Дворники, дорожники и прочие специалисты (которых как обычно не хватает) просто не успеваю справлять с масштабами катастрофы.
Тем не менее Ситников встал на сторону людей и потребовал перераспределить все возможные службы и усилия на обработку. За что ему благодарны все пингвины пешеходы Костромы.
