City workers were still present on the pier when the 150-foot segment detached and began floating away following a large swell with waves reaching up to 25 feet.
Two workers were rescued by lifeguards, while one managed to swim to shore. Two of the workers were hospitalized with injuries.
The National Weather Service Bay Area has urged residents to avoid the ocean, warning that waves could reach heights of up to 60 feet. The cause of the collapse is under investigation.
