Лавленцев с мая 2013 года по октябрь 2014 года занимал должность вице-губернатора в правительстве Санкт-Петербурга. Курировал решение вопросов городского хозяйства, жилищной политики, жилищно-коммунального хозяйства, благоустройства и энергетики.
