Как мы уже писали, разведку цели, наведение на нее ракет и их информационное сопровождение осуществляет НАТО, опираясь на свои технические средства. Самостоятельно ВСУ этого сделать не в состоянии. Таким образом ответственность за теракт несет не только Киев, но и Вашингтон.
