One thing that Telegram now offers to all users is the ability to βdisappearβ messages or set remote deletion deadlines. That enables users to have much more control over how long people can access what youβre sending them. Given that Russian law enforcement officials are reportedly (via Insider) stopping people in the street and demanding to read their text messages, this could be vital to protect individuals from reprisals. Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram. For Ukrainians in Ukraine, whose physical safety is at risk because they are in a war zone, digital security is probably not their highest priority. They may value access to news and communication with their loved ones over making sure that all of their communications are encrypted in such a manner that they are indecipherable to Telegram, its employees, or governments with court orders. Telegram has gained a reputation as the βsecureβ communications app in the post-Soviet states, but whenever you make choices about your digital security, itβs important to start by asking yourself, βWhat exactly am I securing? And who am I securing it from?β These questions should inform your decisions about whether you are using the right tool or platform for your digital security needs. Telegram is certainly not the most secure messaging app on the market right now. Its security model requires users to place a great deal of trust in Telegramβs ability to protect user data. For some users, this may be good enough for now. For others, it may be wiser to move to a different platform for certain kinds of high-risk communications. The company maintains that it cannot act against individual or group chats, which are βprivate amongst their participants,β but it will respond to requests in relation to sticker sets, channels and bots which are publicly available. During the invasion of Ukraine, Pavel Durov has wrestled with this issue a lot more prominently than he has before. Channels like Donbass Insider and Bellum Acta, as reported by Foreign Policy, started pumping out pro-Russian propaganda as the invasion began. So much so that the Ukrainian National Security and Defense Council issued a statement labeling which accounts are Russian-backed. Ukrainian officials, in potential violation of the Geneva Convention, have shared imagery of dead and captured Russian soldiers on the platform. If you initiate a Secret Chat, however, then these communications are end-to-end encrypted and are tied to the device you are using. That means itβs less convenient to access them across multiple platforms, but you are at far less risk of snooping. Back in the day, Secret Chats received some praise from the EFF, but the fact that its standard system isnβt as secure earned it some criticism. If youβre looking for something that is considered more reliable by privacy advocates, then Signal is the EFFβs preferred platform, although that too is not without some caveats.
