Начальник Государственной инспекции строительного надзора Самарской области (ГИСН) Владимир Захарин, а также трое его подчинённых - задержаны сегодня сотрудниками УФСБ по подозрению в превышении должностных полномочий (ч. 3 ст. 286 УК РФ).
Они подозреваются в том, что незаконно выдавали заключения о строительной готовности объектов в регионе. По предварительной информации, соответствующие противоправные указания — глава ГИСН получал от вышестоящих руководителей в региональном правительстве.
Наряду с Захариным по ст. 91 УПК на 48 часов задержаны главный консультант ГИСН Афанасьев, консультанты ГИСН Клюева и Мирзаев. Уголовное дело возбуждено СУ СК по Самарской области.

In a message on his Telegram channel recently recounting the episode, Durov wrote: "I lost my company and my home, but would do it again – without hesitation." At the start of 2018, the company attempted to launch an Initial Coin Offering (ICO) which would enable it to enable payments (and earn the cash that comes from doing so). The initial signals were promising, especially given Telegram’s user base is already fairly crypto-savvy. It raised an initial tranche of cash – worth more than a billion dollars – to help develop the coin before opening sales to the public. Unfortunately, third-party sales of coins bought in those initial fundraising rounds raised the ire of the SEC, which brought the hammer down on the whole operation. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. In 2018, Russia banned Telegram although it reversed the prohibition two years later. Messages are not fully encrypted by default. That means the company could, in theory, access the content of the messages, or be forced to hand over the data at the request of a government. He said that since his platform does not have the capacity to check all channels, it may restrict some in Russia and Ukraine "for the duration of the conflict," but then reversed course hours later after many users complained that Telegram was an important source of information.
