В рамках ООЗТ будет разрешено строить парковки и капитальные строения — спортивные, оздоровительные и рекреационные объекты. Столичным властям при этом дается право своим решением переводить ООПТ в ООЗТ. Юристы и экологи считают законопроект «концептуально неплохим», но опасаются «уменьшения площади природных территорий».
