Например, обязуются нанять в подрядчики сколько-то местных контор, сделать общественно-полезные штуки всякие и прочие ништяки. То есть я говорила, что не сработает никогда, потому что у нас не консолидируемое сообщество. Народ передерется. А коллеги-цивилисты надеялись на лучшее.
