Грамотный Чехов, конечно, написал так специально, создав комический эффект: из записи в жалобной книге можно понять, что в окно на природу смотрела именно шляпа.
Так получается, когда субъект действия (тот, кто производит это действие) разный в подлежащем и в зависящем от него деепричастном обороте. Подъезжал-то к станции человек, а слетела шляпа! Если не следить за этим, комический эффект может возникнуть в любом тексте:
