Заявление Чернышенко сделал, опираясь на мониторинг и оценку эффективности применения мер поддержки IТ-отрасли в регионах, разработанных по указу президента Владимира Путина. В числе пятерки лидеров названы Челябинская область и Ямало-Ненецкий автономный округ. Также Чернышенко отметил Тюменскую область за разработку уникальных мер поддержки айтишников.

Telegram, which does little policing of its content, has also became a hub for Russian propaganda and misinformation. Many pro-Kremlin channels have become popular, alongside accounts of journalists and other independent observers.
