- شرکت‌های فعال در حوزه تحقیق، طراحی و توسعه کالاها و خدمات فناورانه که هنوز از نظر کسب‌وکاری و اقتصادی به بلوغ کافی دست پیدا نکرده اند، در صورت احراز تمامی شرایط زیر به عنوان "شرکت دانش‌بنیان نوپا" تایید می‌شوند:
✓ شرکت حداقل یک محصول در مقیاس نمونه آزمایشگاهی مطابق با فهرست کالاها و خدمات دانش‌بنیان، مشروط به دارا بودن تمامی معیارهای ماده ۱، ساخته و ارائه نماید.
✓ درآمد عملیاتی در آخرین اظهارنامه مالیاتی شرکت کمتر از ۵۰ میلیارد ریال باشد.
✓ شرکت برنامه رشد خود را ارائه نموده و در فرآیند ارزیابی به تایید دبیرخانه برساند.
