Глава областного департамента защиты населения Сергей Лукин сообщил, что из-за недостатка финансирования в Томске сложная ситуация с оповещением населения в случае ЧС. Проект усовершенствования городской системы оповещения разработали еще в 2014 году, но к 2019 году он подорожал до 201 млн руб. Поэтому местные власти не стали выделять деньги на реформирование этой системы.
