Фирсов заявил, что видит в этом нарушение Доктрины продовольственной безопасности РФ, в частности в том, что региональное правительство не завезло продукты из других регионов или Беларуси. По словам омбудсмена, за это ответсвенны курские Минсельхоз, Минпромторг и Минэкономразвития.
В связи с этим Владимир Фирсов направил обращение к врио губернатора Курской области Александру Хинштейна.
