По его мнению, нужно передать функции по координации строительства Восточного полигона Российских железных дорог от РЖД — Минстрою РФ, чтобы реализовать программу модернизации БАМа и Транссиба в срок.
По словам Цивилёва, у Министерства строительства есть все компетенции, и должно быть принято серьезное стратегическое решение, потому что на протяжении многих лет системно не выполняется подписанная программа. Предложение кузбасского губернатора поддержал депутат Госдумы Дмитрий Исламов.
