Нет никакого смысла замораживать или конфисковывать вклады. Это просто убьёт банковскую систему и доверие к ней, даже дефолт не так плохо как конфискация вкладов. В новейшей истории такого не было никогда, а последний раз при большевиках.
2) Самое главное в этом нет никакого экономического смысла. Чтобы сократить дефицит бюджета можно:
- больше занять на рынке (никаких проблем с этим нет) - снизить госрасходы - повысить налоги - понизить курс рубля - всё это вместе
