Об этом заявил бывший главный советник Залужного генерал-майор Виктор Назаров.
В декабре 2022 года экс-главком ВСУ Валерий Залужный предлагал план наступления украинских сил в направлении Белгорода, однако тогда эту инициативу не приняли. Назаров считает, что идея курской операции ВСУ возникла после предложений Залужного на совещании в СНБО Украины, когда он «озвучивал эти операции, которые мы, собственно, и наблюдаем сейчас», в частности «перенос боевых действий на территорию противника».
Он добавил, что со своей стороны предлагал «более решительные цели» — окружение или блокирование Белгорода.
