But on Friday, Reuters reported that Russian President Vladimir Putin said there had been some “positive shifts” in talks between the two sides. Artem Kliuchnikov and his family fled Ukraine just days before the Russian invasion. In 2018, Russia banned Telegram although it reversed the prohibition two years later.
