On July 31, Mr. Maxim Rubin, Consul General of Russia in Erbil, met with Mr. Hemin Hawrami, member of the Kurdistan Democratic Party Politburo. During the conversation, the parties exchanged their views on current topics on the international and regional agenda, with an emphasis on the situation in the Kurdish Autonomous Region (KAR) in the context of preparations for the parliamentary elections scheduled for October 20. Ways to strengthen the traditionally friendly ties between Russia and the autonomy were also touched upon.

The Security Service of Ukraine said in a tweet that it was able to effectively target Russian convoys near Kyiv because of messages sent to an official Telegram bot account called "STOP Russian War." You may recall that, back when Facebook started changing WhatsApp’s terms of service, a number of news outlets reported on, and even recommended, switching to Telegram. Pavel Durov even said that users should delete WhatsApp “unless you are cool with all of your photos and messages becoming public one day.” But Telegram can’t be described as a more-secure version of WhatsApp. Sebi said data, emails and other documents are being retrieved from the seized devices and detailed investigation is in progress. At this point, however, Durov had already been working on Telegram with his brother, and further planned a mobile-first social network with an explicit focus on anti-censorship. Continuing its crackdown against entities allegedly involved in a front-running scam using messaging app Telegram, Sebi on Thursday carried out search and seizure operations at the premises of eight entities in multiple locations across the country.
