در سال ۱۳۶۶ نخستین گام به منظور ایجاد رشته مهندسی پزشکی با پروژه دست سیبرنتیکی و تاسیس آزمایشگاه مهندسی پزشکی در دانشکده مهندسی برق دانشگاه صنعتی امیرکبیر برداشته شد. این پروژه به سرپرستی دکتر هاشمی‌گلپایگانی، همکاری استادانی دیگر از دانشگاههای مختلف، دانشجویان مقاطع کارشناسی، ارشد و دکترا در سال ۱۳۶۸ موفق به دریافت جایزه اول جشنواره خوارزمی گردید. در ادامه‌ی فعالیتهای آزمایشگاههای مهندسی پزشکی، توسعه پروژه دست سیبرنتیکی و پروژه شبکه‌های عصبی شروع گردید و در این ارتباط، بسیاری از دانشجویان مقاطع کارشناسی،کارشناسی ارشد و دکترا پروژه‌های خود را در این آزمایشگاه به انجام رسانیدند و مقالات زیادی از فعالیتهای آنان در داخل و خارج از کشور منتشر گردید.
