Поправки подразумевают, что полигоны не будут использоваться для стрельбы боевыми патронами, а только в учебных целях. Там будут проводиться маневры.
КНБО также предлагает разрешить армии использовать полигоны сразу после принятия закона, не дожидаясь завершения процедуры выделения земли.

Telegram does offer end-to-end encrypted communications through Secret Chats, but this is not the default setting. "And that set off kind of a battle royale for control of the platform that Durov eventually lost," said Nathalie Maréchal of the Washington advocacy group Ranking Digital Rights. On Telegram’s website, it says that Pavel Durov “supports Telegram financially and ideologically while Nikolai (Duvov)’s input is technological.” Currently, the Telegram team is based in Dubai, having moved around from Berlin, London and Singapore after departing Russia. Meanwhile, the company which owns Telegram is registered in the British Virgin Islands.
