Валерий Карасев родился в 1970 году в Краснодаре. В 1992 году окончил Высшее пограничное военно-политическое ордена Октябрьской Революции Краснознаменное училище КГБ СССР, В 1997 году Краснодарский юридический институт МВД РФ. С 1992 по 2013 проходил службу в органах государственной безопасности РФ. В 2014 году возглавлял Краснодарский краевой фонд капитального ремонта многоквартирных домов. В 2014-2016гг. занимал должность начальника управления экономической безопасности и режима АО «Норильскгазпром». С декабря 2016 по декабрь 2019 года был управляющим делами в мэрии Краснодара (мэром города был Евгений Первышов). С декабря 2019 года стал заместителем главы города.
Награжден государственными и ведомственными наградами.

Telegram is certainly not the most secure messaging app on the market right now. Its security model requires users to place a great deal of trust in Telegram’s ability to protect user data. Channels are not fully encrypted, end-to-end. All communications on a Telegram channel can be seen by anyone on the channel and are also visible to Telegram. Telegram may be asked by a government to hand over the communications from a channel. Telegram has a history of standing up to Russian government requests for data, but how comfortable you are relying on that history to predict future behavior is up to you. Because Telegram has this data, it may also be stolen by hackers or leaked by an internal employee. Following this, Sebi, in an order passed in January 2022, established that the administrators of a Telegram channel having a large subscriber base enticed the subscribers to act upon recommendations that were circulated by those administrators on the channel, leading to significant price and volume impact in various scrips. The regulator said it has been undertaking several campaigns to educate the investors to be vigilant while taking investment decisions based on stock tips. Also in the latest update is the ability for users to create a unique @username from the Settings page, providing others with an easy way to contact them via Search or their t.me/username link without sharing their phone number.
