Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. The Dow Jones Industrial Average fell 230 points, or 0.7%. Perpetrators of these scams will create a public group on Telegram to promote these investment packages that are usually accompanied by fake testimonies and sometimes advertised as being Shariah-compliant.
