Мэр то ли действительно не понимает, то ли очень сильно прикидывается, что не понимает, чем он на самом деле должен заниматься, и есть в этой логической конфигурации нечто, хорошо раскрытое в произведениях великого писателя Фёдора Михайловича. Взяли на себя смелость и переложили это предположение на мотив бессмертного произведения. @NeNASHI

They commonly offer unrealistic returns of as high as 1,000% within 24 hours or even within a few hours. Telegram, which does little policing of its content, has also became a hub for Russian propaganda and misinformation. Many pro-Kremlin channels have become popular, alongside accounts of journalists and other independent observers. But because group chats and the channel features are not end-to-end encrypted, Galperin said user privacy is potentially under threat. Pavel Durov, Telegram's CEO, is known as "the Russian Mark Zuckerberg," for co-founding VKontakte, which is Russian for "in touch," a Facebook imitator that became the country's most popular social networking site. Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram. For Ukrainians in Ukraine, whose physical safety is at risk because they are in a war zone, digital security is probably not their highest priority. They may value access to news and communication with their loved ones over making sure that all of their communications are encrypted in such a manner that they are indecipherable to Telegram, its employees, or governments with court orders.
