Ранее 51-летний Ковальчук занимал различные должности в банковской сфере, мэрии Челябинска, правительствах ХМАО и Челябинской области. Главой Миасса он был избран в 2023 году, сохранив за собой должность вице-губернатора региона на общественных началах.
