Мамулат трижды избирался в парламент Новосибирской области, состоял во фракции «Единая Россия», возглавлял комитет по соцполитике. Поддерживал повышение пенсионного возраста, был координатором федерального проекта «ЕР» «Старшее поколение» в регионе, возглавлял новосибирскую приёмную приёмную председателя «ЕР» Дмитрия Медведева. Считался соратником опытного областного депутата Николая Мочалина («ЕР»).
В 2019-м заксобрание назначило Мамулата бизнес-омбудсменом. В 2024-м его переизбрали уполномоченным.
