Судя по видео, кадры сняты на трассе, которая ведёт в Красноармейск (Покровск).

По бокам от дороги расставлены "зубы дракона", а также рабочие экстренно копают окопы.

Учитывая, что ВС РФ находятся рядом с границей Днепропетровской области, то ничего удивительного в этом нет. Удивительно, что копать начали только сейчас.

He did, however, walk back this plan when it became clear that they had also become a vital communications tool for Ukrainian officials and citizens to help coordinate their resistance and evacuations.
