Многие пассажиры, особенно дети не платят за проезд, пользуясь тем, что кондуктора в автобусе нет, а водитель не может быстро обилетить всех пассажиров. Но руки распускать тоже не выход, нужно мирится с потерями, так всегда - скупой платит дважды.
