Ответ Минюста:
Каких-либо ограничений для лиц, осуществляющих прослушивание музыкальных произведений исполнителей, включенных в реестр иностранных агентов, а также ведение учета таких лиц законодательством Российской Федерации об иностранных агентах не установлено.
