Судя по комментариям большинство людей перекрытие улиц застало врасплох, люди были плохо проинформированы. В связи с этим люди претерпели разного рода неудобства, кто-то не дождался доставки, а кто-то не успевал на вокзал.
Возникает ощущение что между жителями краевой столицы и властями нарушена коммуникация (мягко сказать).
