🔶 بطور معمول در شرایطی که قیمت کالا یا کالاهایی افزایش می یابد و به تبع آن وضعیت رفاه خانوارها بویژه اقشار آسیب پذیر بدتر می شود، سیاستگذار تمایل پیدا می کند تا آن کالاها را مشمول سیاست گذاری قیمتی کند. هماکنون این موضوع در ایران برای اجاره، مسکن و خودرو بیشتر مطرح است. 🔶 چنانچه میدانیم بازار هر کالایی عرضه و تقاضایی دارد و اگر چنین سیاستی اعمال شود و سقف قیمتی پایین تر از قیمت بازار تعیین گردد و خریدار یا فروشنده یا هر دو مشمول جریمه شوند (اگر از سقف قیمت در خرید و فروش تخطی نمایند)، در اینصورت منحنی عرضه یا تقاضا یا هردو کم کشش تر شده (به نسبت جریمه) و عمودی تر میشوند. و لذا در بازار سیاه قیمتی بالاتر از قیمت تعادلی اولیه حاکم میشود و کمبود در بازار باعث میشود رفاه خانوارها نسبت به قبل از سیاست کاهش بیشتری داشته باشد. به همین دلیل چنین سیاستی توصیه نمی شود ولی میتوان از سیاستهای درآمدی و نیز مدیریت عرضه و تقاضا استفاده کرد.

Russian President Vladimir Putin said during a meeting with his Belarusian counterpart Alexander Lukashenko that there were "certain positive developments" occurring in the talks with Ukraine, according to a transcript of their meeting. Putin added that discussions were happening "almost on a daily basis."
