Maher al-Assad, who commanded the fourth division of the Syrian army, reached every point he saw relevant to smuggle drugs through to Jordan, Saudi Arabia and more.
Captagon is part of Hezbollah's revenue system and it can be assumed that there was significant cooperation between Maher al-Assad and Hezbollah in this area.

According to estimates in Syria, Maher al-Assad made about five billion dollars a year from the drug production and distribution industry.
