Согласно процедуре пленарного заседания, для принятия закона в голосовании должны участвовать не менее половины депутатов. В Сейме Литвы 141 место. В поддержку документа проголосовали всего 54 депутата, один воздержался. Таким образом необходимый кворум не был достигнут.
