When we start fighting, there's repression, as violent and bloody as the country is poor.
Then bribery, symbolic victories that cost capitalists nothing but words. In recent years we've had gay marriage, in France the freedom (not right) of abortion made its way to the constitution, while budgets for Planned Parenthood and hospitals plummeted.
Capitalists feel entitled to state's money, spendings on services useful to the population is like stealing from them if they're not the ones benefitting from public contracts.
It takes mass mobilization, general strikes and factory occupations that stab capitalists right in their profits, for them to accept to give back a fraction from what they extract from the workers' labor. The fraction gets bigger as the possibility for a revolutionary mobilization grows, most capitalists would rather get nationalized (with compensation of course) than risk get the means of production seized by the class making society run.
