Законом № 44-ФЗ уступка не предусмотрена, но в соответствии с п. 20 ст. 241 БК РФ уступка прав требования возможна в ограниченных случаях: например, при реорганизации, банкротстве или смерти поставщика (см. также письмо Минфина России от 15.08.2024 № 24-08- 06/76561).

Just days after Russia invaded Ukraine, Durov wrote that Telegram was "increasingly becoming a source of unverified information," and he worried about the app being used to "incite ethnic hatred." "Markets were cheering this economic recovery and return to strong economic growth, but the cheers will turn to tears if the inflation outbreak pushes businesses and consumers to the brink of recession," he added.
