22 декабря депутаты региональной думы Евгений Дунаев и Владислав Коняев отозвали свой законопроект об эвтаназии животных без хозяев. Дунаев и Коняев предлагали отправлять отловленных собак в пункты временного содержания и убивать, если за 10 суток их не заберут оттуда. Документ они внесли в областную думу 5 декабря.
Против закона выступили астраханские зоозащитники. 20 декабря они передали губернатору Игорю Бабушкину коллективное обращение с призывом не допустить введения эвтаназии для бездомных животных. Документ подписали 126 волонтеров.
13 декабря свои предложения по решению проблемы бездомных животных внес в областную думу оппозиционный депутат Олег Шеин. Он предложил усилить общественный контроль за работой приютов для собак.
Летом Владимир Путин разрешил регионам самим решать, как они будут бороться с проблемой бездомных животных. В Бурятии, Магаданской области и Республике Алтай одобрили эвтаназию собак, которых не забирают из приютов.
