Масков пишет: «Нам необходимо произвести разверстку 70% хлеба, это диктуется отчаянным положением в губерниях, совершенно не имеющих хлеба. Центры голодают в настоящее время только потому, что теперь наблюдается не бывалая разруха нашего транспорта. Повторяю: хлеб есть и у нас в Сам. Губ и в соседних губерниях, но его нельзя вывести из-за отсутствия транспорта».
Он пишет, что к 1 марту они должны изъять у населения 80 миллионов пудов хлеба и что через несколько дней будет издано еще несколько декретов для изъятия хлеба у населения.
Напомним, что из-за подобных декретов Советской власти, Самара стала первым местом, где произошел голодомор. Если мы посмотрим на положение города во-время Гражданской войны, при правлении Комуча, то мы увидим, что рынки были полны хлеба и даже советские агенты были удивлены тому, что во-время войны в Самаре еды было больше чем в столице.
