Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. Additionally, investors are often instructed to deposit monies into personal bank accounts of individuals who claim to represent a legitimate entity, and/or into an unrelated corporate account. To lend credence and to lure unsuspecting victims, perpetrators usually claim that their entity and/or the investment schemes are approved by financial authorities. Just days after Russia invaded Ukraine, Durov wrote that Telegram was "increasingly becoming a source of unverified information," and he worried about the app being used to "incite ethnic hatred." There was another possible development: Reuters also reported that Ukraine said that Belarus could soon join the invasion of Ukraine.
