Руководитель «молодежки» — выпускница КемГУ, пять лет проработавшая в отделе молодежной политики областного центра, а затем столько же — во главе Агентства развития общественных проектов и инициатив Кузбасса.
В прошлом году Путинцева возглавила впервые созданную комиссию по развитию некоммерческого сектора, добровольчеству и молодежной политике Общественной палаты Кемеровской области.
