Не должны в цивилизованном государстве происходить подобные вопиющие случаи.

Конечно же, девочку уже не вернуть. Невозможно найти слов утешения для ее родителей.
Но, для того чтобы подобное не могло произойти впредь, нужно найти ответственных, определить их вину и наказать.

Не должны по улицам бегать бездомные собаки. Я не призываю их убивать. Но бездомных собак нужно отлавливать и размещать в приютах, чтобы они там доживали свой век.
