We are back with another note on Kostamus authored together with Mikhail Arkhipov. As Mikhail is continuing his forays into what is a true modernist gem of this Karelian town, the Druzhba Cultural Center, to officially photograph its interiors and is badgering the authorities with requests for information, let us wish him good luck in his struggles and take a look at the outpatient medical center and Kostamus's first shopping mall in the meantime.

The outpatient medical center was opened on June 14th, 1984 and was intended to manage a caseload of 600 patients per shift. Medical equipment was provided by Medicor, Hungary, while all of the furnishings were supplied by Finland as part of the contract with the USSR making the center a gesamtuknstwerk of the 1980s. Its orange furniture, which has survived over 40 years in use, is something that sets this medical center apart from similar institutions elsewhere. By the way, the entrance also remains almost intact, but for its sides, which, sadly, have been covered with vinyl siding.

Telegram | DID YOU KNOW?

Two days after Russia invaded Ukraine, an account on the Telegram messaging platform posing as President Volodymyr Zelenskiy urged his armed forces to surrender. As a result, the pandemic saw many newcomers to Telegram, including prominent anti-vaccine activists who used the app's hands-off approach to share false information on shots, a study from the Institute for Strategic Dialogue shows. Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. But this has also meant that the company has also engaged with lawmakers more generally, although it maintains that it doesn’t do so willingly. For instance, in September 2021, Telegram reportedly blocked a chat bot in support of (Putin critic) Alexei Navalny during Russia’s most recent parliamentary elections. Pavel Durov was quoted at the time saying that the company was obliged to follow a “legitimate” law of the land. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores. But Telegram says people want to keep their chat history when they get a new phone, and they like having a data backup that will sync their chats across multiple devices. And that is why they let people choose whether they want their messages to be encrypted or not. When not turned on, though, chats are stored on Telegram's services, which are scattered throughout the world. But it has "disclosed 0 bytes of user data to third parties, including governments," Telegram states on its website. Telegram, which does little policing of its content, has also became a hub for Russian propaganda and misinformation. Many pro-Kremlin channels have become popular, alongside accounts of journalists and other independent observers.
