Из-за того, что Титов родился в России и имел российское гражданство, СБУ решила сделать на нём показатель и слепить из него диверсанта. Имбецилов из СБУ не смутил тот факт, что Титов с детства инвалид по зрению и психическим заболеваниям, и всю жизнь проживал на Украине.
